Summary: Two-level hierarchical optimization problems in finite dimensions are formally defined and the existence of solutions as well as various necesasry optimality conditions are studied under nonsmooth settings. The assumptions made to the problems allow the objectives of both levels to be nondifferentiable and the solutions to the lower-level problems to be multivalued. Techniques of nonsmooth analysis are the primary tools for deriving the results.
