
The truce between Congress and the White House that ended the federal government shutdown contained a welcome surprise for NIH: a budget for fiscal year 1996 that is 5.7% higher than last year's level. NIH was one of 18 agencies given special budget status, which will allow them to operate for the rest of the fiscal year. The increase matches the amount approved by the House of Representatives last year; it is substantially higher than either the Clinton Administration or the Senate had sought.
