A Problemática Ambiental na Bacia Hidrográfica do Rio Guandu: Desafios para a Gestão dos Recursos Hídricos

Abstract

A problemática ambiental acerca do uso e da gestão dos recursos hídricos vem se tornando cada vez mais um importante campo de pesquisas e ação dos pesquisadores em Geociências, seja nas grandes metrópoles ou no campo, em função da intrínseca relação entre a dinâmica hidrológica e a dinâmica social. Assim, neste trabalho visamos analisar a problemática ambiental associada ao uso dos recursos hídricos e à dinâmica do uso do solo na bacia hidrográfica do rio Guandu, na área metropolitana do Rio de Janeiro (RJ). A proposta metodológica tem por base a análise de dados do Sistema de Informações de Saneamento (SNIS) do Mnistério das Cidades e de relatórios da Agência Nacional de Águas (ANA). Dada as dificuldades de articulação entre órgãos e instâncias apontadas, as quais intitulamos de fragilidades institucionais, o artigo enseja, por fim, que a gestão de recursos hídricos articule-se com políticas em escalas regionais e metropolitanas, como alternativa de gestão para o enfrentamento de riscos comuns às municipalidades, população e diferentes usuários de água
