In order to more precisely control the development of circular economy in Liaoning Province as one of the circular economy pilot, this paper establishes a set of index system to describe the object of evaluation from the following five aspects. First processing data of the nearly five years to ensure authenticity and availability, and then evaluating from five aspects followed by analyzing according to the actual situation.
