Equation (2) is likely a global mathematical model of the parameter m(thetas, f ), to be used in the probability formulation (1) of the synthetic storm technique. Equation (1) is a robust and easy to apply formula because it does not require rain rate time series to estimate rain attenuation probability distribution in satellite links, but only rain rate probability distribution and retains most accuracy of the full SST.
