A second generation FM-CW radar sounder is described which has scanning capability and is fully mobile. The sounder is used as a remote sensor with unprecedented range resolution for fine scale structural details in the lower troposphere. Design considerations and performance characteristics of this new sounder are presented and examples of observations of clear air atmospheric scattering layers and structure of rain are given.
