One of the biggest problems that will stem from the implementation of the Fulton Committee's report on the Civil Service will be the training of the next generation of ‘new image bureaucrats’. Those responsible may therefore be interested in the results of a survey of reactions to training in the Civil Service, which I carried out over a three year period with young clerical grade civil servants studying at evening classes for promotion examinations.
