A scale-invariant theory of pions and the dilation coupled to gravity in a nonminimal manner is shown to imply the nonlinear $\ensuremath{\sigma}$ model. Nonlinear realizations of broken chiral invariance emerge from the implementation of a constraint due to conservation of dilatational current. A cosmological scenario is developed from the model.
