The resulting probability distribution for the initial states of the Universe is peaked at the highest maximum of the effective potential, /ital V/=/ital V//sub max/, with the initial value of the Planck mass /ital M//sub /ital P///sup (0)//similar to/V/sub max//sup 1/4/.
