We present a systematic study of the valon distribution functions and valon structure functions for pions and kaons. The implications of our results for low-${p}_{T}$ inclusive reactions are emphasized. The complications with the structure function of strange valons are discussed and suggestions are made for future experiments to extract it from the structure function of kaons at high ${Q}^{2}$.
