Abstract State of the art IT in Lithuania, Latvia and Estonia is a direct inheritance from dependence on the erstwhile Soviet Union. Most of the technology is Soviet, as is the hardware. Hitherto politically ‘undesirable’ research into such fields as cybernetics and genetics has been discouraged. Computer manufacturing is concentrated in Lithuania and much of the educational material used in universities and schools emanates from that country, along with the major research projects in computer sciences. The authors provide an overview of the current state of computing in the region, following a brief geographic and historical introduction and outline present communication and networking infrastructures, along with details of recent networking activities.
