The author here sheds some light on the problem when she describes the different ways legislators view elements of the legislative or decision-making process and suggests how these concepts affect ones view of the role of political parties, organized interest groups, and administrative departments. Political scientists, political workers, and voters have long been interested. Although the voting records of legislators show the final decisions of law makers they are only a crude index of what has contributed to the decisions.
