This paper attempts to model the multipath phenomenon on a sea surface, with primary emphasis on the DOA. The model in this paper considers parameters viz. height of target, height of radar, target range etc., The results of this paper discusses effects of height of target, height of radar, beam width of antenna, slant range of target and the DOA on multipath. It also analysis the problem of tracking low elevation targets in the presence of specular and diffuse multipath.
