Surface water available to be recharged into areas underground often comes all at once as the result of a storm or during melt of an above normal snowpack. Planning of projects for the artificial recharge of the underground storage space encompasses the detailed investigation of flow duration, water rights, geology, subsurface flow characteristics, financial arrangements, economics, and methods of recharge. The design, construction, operation, maintenance, and planning of the facility requires sufficient knowledge to keep flow paths open to the underground storage space without causing localized high water tables and other local nuisance problems, while simultaneously conserving sufficient water to justify the project expenditures.
