Abstract

Cuando Suiza se pregunta acerca de su destino en Europa y, especialmente, sobre el futuro de su estatuto de neutralidad permanente, algunos comentaristas se preguntan por la capacidad del CICR, cualquiera que sea la evolutión de Suiza, para proseguir, con total independencia, su acción humanitaria basada en los Principios Fundamentales de la Cruz Roja.No cabe duda de que estas cuestiones merecen reflexión, peroantes conviene disipar cierta confusión entre la neutralidad suiza y la neutralidad del CICR, entre la independencia del CICR y la de la Confederaóion.Estas cuestiones de actualidad que conciernen no sólo a los suizos, sino también a la comunidad international, fueron abordadas por el presidente del CICR, señor Cornelio Sommaruga, en la Conferencia que dio, el 21 de enero de 1992, en el Museo International de la Cruz Roja y de la Media Luna Roja.
