Abstract This note presents objectives for protecting people from terrorist attack and discusses some recent trends in physical protection, the importance of a rational basis for security strategies, and the need for robust institutions with well-qualified people in critical positions to carry them out. It advocates a holistic strategy that incorporates technology, people, and institutions to achieve long-term security as well as possible ancillary mitigation benefits from other hazards.
