Abstract Internet technologies, given their favorable affordances, can create hospitable environments for some deviant behaviors. A new concern is known as "cyberstalking"- the use of information and communications technology (ICT) to harass individuals - has recently emerged as a new and growing problem. This article explores the definition of stalking and cyberstalking and clarifies their similarities and differences and analyze the prevalence of cyberstalking in modern society. The author then focuses on the challenges of investigating cyberstalking faced with law enforcement agencies. These significant challenges include: lacking awareness and skills in recognizing and investigating, jurisdictional and statutory authority limitations, and difficulties in obtaining internet account information of suspects. At last, the author summit concrete execution and legislation suggestions to solve the challenges mentioned above.
