In 2000, nearly 1 million Americans over the age of 65 were considered “blind” and 2.4 million had “low vision.” Persons over 80 years of age account for more than two thirds of blindness, and they are also the fastest-growing segment of the US population. Aging is associated with an increased prevalence of visual impairment. Persons 65 to 75 years of age have a 4% to 5% rate of visual impairment (acuity of 20/40 or worse), and this increases to 21% after age 75. With the expected increase in life expectancy, the incidence of visual impairment is projected to increase dramatically by 2020. The medical cost of vision loss is substantial. It is difficult to estimate expenditures for supporting those with low vision to live independently. Unquestionably, providing nursing home care for those who are unable to function on their own is very expensive. In response to the aging population and the expected exponential increase in eye pathology in the next 20 years, the Global Initiative to Eliminate Avoidable Blindness by the year 2020, “Vision: 2020: the Right to Sight” was launched by the World Health Organization in 1999. It aims at 3 main goals: Build public awareness to encourage people to have appropriate eye checks, prepare professional practice for the volume of cases expected, and refine the techniques of achieving these objectives.
