Article 138 of the Basic Law, which will be Hong Kong's mini-constitution after July 1, 1997, states that " The Government of the Hong Kong Special Administrative Region shall, on its own, formulate policies to develop Western and traditional Chinese medicine and to improve medical and health services . . . . " Hence, the future government will have an obligation to develop Chinese medicine. This will probably include giving statutory powers for the profession to control itself (licensing, malpractice), control over the use of posions, development of training schools, and increased research.
