Under the new rules approved by the Russian State Standards Committee, beginning in 1999, petroleum product supply organizations (PPSO) must obligatorily certify products delivered in bulk, i.e., they must provide their own certificates in addition to the supplier’s (manufacturer’s) certificate. However, the mature structure of the enterprises and large number of brands of petroleum products which they tranship raises certain organizational problems in certification related to the high material costs for the applicant.
