Abstract : A survey of DOD researchers and users of military research products in human resources RDT and E was conducted by the author in order to determine the degree of research product utilization and implementation within DOD components. Results showed diverse definitions of the term utilization; agreement concerning methods of insuring utilization of research; the importance of utilization; the idea that the research should assume some responsibility for utilization of research and that cost-effective evaluations are seldom used. The findings also indicated a need for reassessment of current practices of product utilization and a need for the development of methods of tracking, identifying and measuring utilization of research and research products.
