Abstract

Die allgemeinen Grundsatze der Projektpolitik von Helvetas, Schweizer Aufbauwerk fur Entwicklungslander, betonen die Bekampfung der Ursachen der Unterentwicklung. Fur den medizinischen Sektor ist deshalb die Integration in umfassende Entwicklungsbemuhungen von besonderer Bedeutung. Erst dann konnen der Verbund von heilenden mit vorbeugenden Massnahmen, eine dezentrale Medizin fur das Volk dank Barfussarzten, eine Medizin durch das Volk mit aktiver Beteiligung ausgewahlter Dorfler und die Zusammenarbeit mit traditionellen Heilpraktikern zum Tragen kommen. In Bhutan ist ein fortschrittliches dezentrales Versorgungskonzept mit Basic Health Units offizielle Regierungspolitik, dem jedoch in der Realisierung verschiedene Probleme, die im Artikel beschrieben sind, entgegenstehen. Im Rahmen einer medizinischen Zone in Zentralbhutan versucht die Regierung, in Zusammenarbeit mit Helvetas, diesen Problemen mit neuen Massnahmen zu begegnen.
