Within the approximation of the perturbation theory, the authors determine the characteristics of the reflection of plane electromagnetic waves from a statistically uneven impedance surface with an nonisotropic roughness spectrum. They calculate the effective impedance tensor, the Fourier amplitude of fluctuations of the scattered field, and the total specific scattering cross sections of the horizontally and vertically polarized radiation. They give conditions for the existence of surface waves.
