In this Letter we propose to reconsider the interpretation of the electromagnetic four-force by suggesting the following assumptions: (i) the whole space-time of the Universe possesses a dilatational degree of freedom, and (ii) the behaviour of electromagnetic field is influenced by the presence of dilatation. The simplest consequence of these assumptions is given by neglecting the presence of gravitation.
