Abstract

The level of primary professional care is a key to medical care as a whole. Not only is it a key but it controls the quality and the quantity of care at the other levels of care. Placed as it is between self-care by individuals and families and specialist care based on expensive modern technologies, it acts as a dominant influence on the use of resources.
