Gender equality is a straightforward concept. It can be measured simply by comparing outcomes for men and women in areas such as education, employment, wages, participation, health, and so on. Gender equity is a more subtle concept that allows for different outcomes for men and women so long as men and women regard the outcomes as fair or at least not grossly unfair. Thus, gender equity is about perceptions of fairness rather than equality of outcome. What is considered being fair by gender varies from by context and cultures, and historical periods. The perception itself of gender fairness is conditioned by the cultural-institutional context.
