Privatisierung in Osteuropa

Abstract

Die politischen, rechtlichen und okonomischen Institutionen eines Wirtschafts- und Gesellschaftssystems stellen ein filigranes Gebilde gegenseitiger Abhangigkeiten und Verstarkungen dar. Die Mangel des sowjetischen Systems haben fruhzeitung zu Versuchen der Vervollkommung bzw. zu Reformen des System gefuhrt. Die der Transformation vorausgegangene Reformgeschichte der osteuropaischen Okonomien hat gezeigt, das Institutionen unterschiedlicher institutioneller Systeme nicht wahlweise ausgetauscht werden konnen. Vielmehr hat die Vermischung markt- und planwirtschaftlicher Elemente die Koharenz der ehemals sozialistischen Systeme empfindlich gestort. Die Reformen der Perestrojka-Jahre haben in der Ruslandischen Foderation zu einer Situation gefuhrt, die in Anschlus an Tamas Bauer mit „weder Plan noch Markt“ beschrieben werden kann und letztendlich den Zusammenbruch des sowjetischen Systems einleiteten.1
