
In seinem Bericht an die International Law Commission 1952 definiert Hudson die Staatsangehorigkeit als „the status of a natural person who is attached to a State by the tie of allegiance.“1 Von der Staatsangehorigkeit im volkerrechtlichen Sinne leiten sich Rechte und Pflichten der Staaten, insbesondere der diplomatische Schutz, ab. Im staatsrechtlichen Sinne ist die Staatsangehorigkeit Voraussetzung fur bestimmte Rechte und Pflichten naturlicher Personen2 wie z.B. das Wahlrecht und die Wehrpflicht.
