The following analysis is based on the provisions of the Vienna Convention on the Law of Treaties, in particular section 3 of Part III2. The basic premise is that one must seek to understand the common intent of the parties that negotiated the treaty, the fundamental principle being interpretation in good faith in accordance with the ordinary meaning to be given to the terms of the treaty in their context and in the light of its object and purpose.
