
Any programmer knows that programsmay fall into infinite loops and never terminate. Datalog with constraint programs may have the same problem. When providing library programs for naive users, we need to guarantee that our programs terminate and give a meaningful answer each time they are called and for any possible valid database input. This guarantee is what we call safety.
