Abstract

The collective and collegial leadership of the executive branch is a basic principle of parliamentary systems, as we know; but, as we also noted, this principle is flouted for many structural reasons as well as because the ministers themselves are far from being always eager to participate, or at least to participate fully, in collective and collegial decision-making.
