AbstractConsiderable care must be taken to define those groups or individuals most concerned with program impact. The consumer of a service is clearly of primary importance. It is possible to increase program effectiveness for the consumer through the use of certain guiding principles based on the extension of existing quality assurance and program evaluation methodologies.
