The author analyzes the Russian Empire’s foreign policy as related to the Khanate of Khiva, the key factor in Russia’s central Asian policy in the 1st half of the 19th century. The author studies the causes of the English-Russian rivalry of the 2nd half of the 19th century (the Great Game) in Central Asia, which first manifested itself in the Khivan question. Materials of the Orenburg Military Governor Office of the State Archive of Orenburg Region serve as sources of the research, many of them never published previously.
