MILITARIZATION OF YOUTH IN THE TEMPORARILY OCCUPIED TERRITORIES OF DONBAS THROUGH THE PRISM OF REGULATORY DOCUMENTS OF THE OCCUPIED ADMINISTRATIONS (2015–2021)

Abstract

Maintaining the loyalty of the population of the temporarily occupied territories of Donbas to the occupation administrations and the russian regime, promoting and entrenching the ideology of the “russian world”, squeezing everything Ukrainian out of public life and forming a cult of war among children and youth required an appropriate “legislative” basis. Considering that, the occupation administrations began to develop a “normative framework” to regulate the issues of “patriotic education” of the local population.Regulatory and legal acts (laws, concepts, programs, methodological recommendations, etc.) developed in the period 2015–2021 reflected the main approaches and views on the education of “republicans”, identified the subjects of state regulation and management in this area. The content of patriotic (military-patriotic) education measures was based on the narratives of Soviet and modern russian historical thought, appealed to military themes (the Great Patriotic War of 1941–1945, the liberation of Donbas from the “fascists”, the modern armed conflict) and the exploitation of nostalgia for Soviet educational practices (“Ready for labour and defence”).The main object of influence (target audience) was local youth, including secondary and high school children, as well as students. The militarization (or so-called military-patriotic education) of the population was aimed, on the one hand, at forming the “worldview” of young people (primarily the generation of children born during the period of temporary occupation since 2014), and on the other hand, at preparing them for “defending the Motherland” in case of an escalation of the armed conflict between russia and Ukraine.Thus, the overall goal of forming the “patriotism” of the population of the occupied territories of Donetsk and Luhansk regions was to maintain their loyalty to the occupation administrations, develop personnel potential for staffing local illegal armed formations, and use them as a mobilization resource.

У статті виокремлено та проаналізовано основні документи, прийняті у самопроголошених утвореннях на тимчасово окупованих територіях Донецької і Луганської областей, у сфері патріотичного виховання місцевої молоді. З’ясовано, що нормативно-правові акти (закони, концепції, програми, методичні рекомендації тощо), розроблені на територіях, непідконтрольних владі України, у період 2015–2021 рр., відобразили основні підходи та погляди на виховання місцевого населення, визначили суб’єктів державного регулювання і управління у цій сфері. Виявлено, що змістове наповнення заходів патріотичного (військово-патріотичного) виховання ґрунтувалося на наративах радянської та сучасної російської історичної думки, апелювало до мілітарної тематики та експлуатації ностальгії за радянськими виховними практиками. Зроблено висновок, що очікуваний результат мілітаризації (або так званого військово-патріотичного виховання) населення полягав, з одного боку, у формуванні «світогляду» молоді (у першу чергу, покоління дітей, які народилися за період тимчасової окупації з 2014 р.), що унеможливило б реінтеграцію її в українське суспільство, з іншого – у підготовці до «захисту Вітчизни» (вивченні основ військової справи) у разі ескалації збройного конфлікту між росією та Україною.
