This article examines the phenomenon of uncertainty as a crucial behavioral factor that significantly influences the process of political decision-making in the context of systemic turbulence. Theoretical approaches to classifying types of uncertainty, cognitive, informational, and emotional, are analyzed, highlighting their impact on both institutional and individual strategies of political response. Particular attention is paid to the mechanisms of decision-making such as heuristic shortcuts, framing, and emotional triggers, which shape political action under conditions of limited time and information. It is argued that behavioral constraints and the increasing complexity of the environment lead to the delegitimization of traditional strategic planning, while simultaneously encouraging the development of flexible and situational forms of governance. The article offers an analytical framework for further research on political decision-making through the lens of behavioral rationality and strategic uncertainty.

 У статті розглядається феномен невизначеності як важливий поведінковий чинник, що суттєво впливає на процес ухвалення політичних рішень у сучасних умовах системної турбулентності. Проаналізовано теоретичні підходи до класифікації типів невизначеності (когнітивної, інформаційної, емоційної) та зазначено їхній вплив на інституційні та індивідуальні стратегії політичного реагування. Особливу увагу приділено механізмам ухвалення політичних рішень таким, як евристичні скорочення, фреймінг та емоційні подразники, що визначають характер політичної дії в умовах обмеженого часу та недостатньої інформації. Доведено, що поведінкові обмеження і зростаюча складність середовища призводять до делегітимізації традиційного стратегічного планування, водночас стимулюючи розвиток гнучких та ситуативних форм управління. Стаття пропонує аналітичну основу для подальшого дослідження ухвалення політичних рішень крізь призму поведінкової раціональності та стратегічної невизначеності.
