The article analyzes the domestic experience of implementing public and private-based university governance in the context of ensuring the effectiveness of educational activities. The results of a survey of scientific and pedagogical staff of universities regarding the current state and problems of the development of the studied phenomenon in the war conditions and post-war reconstruction of the country are presented. The reasons for the insufficient level of implementation of public and private-based university governance are analyzed. Modern trends in the development of public and private-based university governance have been revealed. Modern trends in the development of public and private-based university governance in the context of ensuring the effectiveness of educational activities have been identified: introduction of new and improvement of existing mechanisms of public and private-based university governance; expanding the areas of cooperation between universities and stakeholders in the process of implementing public and private-based university governance; deepening the process of institutionalization and implementation of the innovative forms of public and private-based university governance. The best practices of implementing innovative forms of public and private-based university governance – professional advisory committees for specialties, committees for quality assurance, centers of pedagogical and managerial excellence, resource centers, multi-domain cluster networks, startup centers, university alumni associations, university supervisory boards – were analyzed. The vision of the optimal model of public and private-based university governance is presented, which balancedly integrates the attributes of state, self-government or municipal, public and corporate governance.

У статті здійснено аналіз вітчизняного досвіду впровадження публічно-громадського управління університетами в контексті забезпечення ефективності освітньої діяльності. Представлено результати опитування науково-педагогічних працівників університетів щодо сучасного стану та проблем розвитку досліджуваного феномену в умовах воєнного стану і післявоєнного відновлення країни. Проаналізовано причини недостатнього рівня впровадження громадсько-публічного управління в університетах України. Обґрунтовано сучасні тенденції щодо розбудови публічно-громадського управління університетами.
