The article analyses the discourse of the formation of a new world order in the context of analysing the viewpoints of researchers and experts of differentgenerations on this issue, and on the basis of a thorough assessment of information content about the essence of global changes today.It is established that, despite the efforts made by the Global North to preserve global stability, the world is increasingly facing manifestations of chaos at various levels. The main reason for this condition is the crisis of global democracy and liberal values associated with the weakening influence of the United States, which, having chosen a policy of isolationism, is increasingly immersed in regional and internal problems. The policy of isolationism forms the basis for the split in transatlantic unity, which will led to a significant decline of trust to the United States as a reliable military and political ally and partner in economic activity.In today`s circumstances, the key to preserving the EU is the accelerateddevelopment of the military-industrial complex with a significant increase in defencespending, as well as the formation of a regional military-political alliance whose memberswill be able to protect the European Union from external encroachment. Such a militarypoliticalalliance can be the most effective if Ukraine is included as a full and equalmember. Ukraine currently has a combat-ready army that has gained experience inmodern full-scale warfare and can act as a significant force in protecting the EU fromexternal aggression. The prospect of a military-political alliance in the EU with Ukraine'sparticipation requires that European countries bear part of the costs of maintaining theUkrainian Armed Forces.The strengthening of Europe may become a significant factor that will consolidatethe EU`s status as the leader of the “free Western world”, which is increasingly neglectedby the United States.

У статті проаналізовано дискурс формування нового світового порядку як у контексті аналізу поглядів науковців та експертів різних поколінь на цю проблему, так і на підставі ґрунтовної оцінки інформаційного контенту про сутність глобальних змін сьогодення. Визначено, що попри докладені зусилля суб’єктів Глобальної Півночі щодо збереження глобальної стабільності світ все частіше стикається з виявами хаосу на різних рівнях. Головною причиною цього явища є криза світової демократії та ліберальних цінностей, пов’язана із ослабленням впливу США, які, обравши політику ізоляціонізму, дедалі занурюються у регіональні та внутрішні проблеми. Політика ізоляціонізму формує підґрунтя для розколу трансатлантичноїєдності, що призводить до суттєвого зниження довіри до США як надійного військово-політичного союзника та партнера в економічній діяльності. У сучасних умовах запорукою збереження ЄС є прискорена розбудова військово-промислового комплексу за суттєвого зростання витрат на оборону, а також формування регіонального військово-політичного союзу, учасники якого будуть здатні захистити Європейський Союз від посягань ззовні. Такий військово-політичний союз може бути найбільш дієвим за залучення до його складу України на правах повноправного і рівного суб’єкта. Україна в сучасних умовах має боєздатну армію, яка набула досвіду ведення сучасної повномасштабної війни і може виступити вагомою силою у справі захисту ЄС від зовнішньої агресії. Перспектива створення військово-політичного союзу на теренах ЄС за участі України вимагаєтого, щоб європейські країни взяли на себе частину витрат на утримання Збройних сил України. Посилення Європи може стати вагомим фактором, який закріпить за ЄС статус лідера "вільного західного світу", яким дедалі більше нехтують США.
