In the context of the full-scale invasion of the Russian Federation into Ukraine, issues of ensuring gender equality, preventing and combating discrimination, particularly based on gender, have acquired critical importance. Their resolution requires a comprehensive approach and the consolidation of efforts by state and public institutions. Ukraine, adhering to its Euro-Atlantic course, continues to implement gender equality policies as one of the fundamental principles of a democratic society. One of the key indicators of these efforts is the active implementation of international and European standards in the field of gender equality, as well as their integration into the legal system and the activities of state authorities. An important aspect of this policy is the elimination of gender stereotypes, which is achieved through the development of education and the strengthening of institutional capacities of state bodies, local governments, and security structures. At the same time, research results indicate systemic problems in ensuring equal access for women to decision-making processes in the security and defense sector. Despite the significant contribution of women to humanitarian initiatives, their representation in leadership positions in the Armed Forces of Ukraine, the National Police, and international peacekeeping operations remains insufficient. The implementation of a unified state gender policy within the units of the National Police is entrusted to the Human Rights Compliance Department (HRCD). Despite the existence of an extensive regulatory framework governing the activities of this department, the lack of comprehensive academic analysis of the legal status of HRCD results in numerous legislative gaps. This complicates the effective implementation of gender equality policies in law enforcement activities and their compliance with international standards. Thus, the need for a systematic analysis of the legal regulation of HRCD activities in the field of gender policy is not only a relevant academic task but also an important practical step towards ensuring the effective functioning of Ukraine’s law enforcement system in the context of European integration.

В умовах повномасштабного вторгнення Російської Федерації в Україну питання забезпечення гендерної рівності, запобігання та протидії дискримінації, зокрема за ознакою статі, набувають критичного значення. Їх вирішення вимагає комплексного підходу та консолідації зусиль державних і громадських інституцій. Україна, дотримуючись євроатлантичного курсу, продовжує впроваджувати політику гендерної рівності як один із фундаментальних принципів демократичного суспільства. Одним із ключових свідчень цих зусиль є активна імплементація міжнародних та європейських стандартів у сфері гендерної рівності, а також їх інтеграція у правову систему та діяльність державних органів. Важливим напрямом цієї політики є усунення гендерних стереотипів, що досягається через розвиток освіти та зміцнення інституційної спроможності державних органів, органів місцевого самоврядування й силових структур. Водночас результати досліджень свідчать про наявність системних проблем у сфері рівного доступу жінок до процесів прийняття рішень у секторі безпеки та оборони. Попри значний внесок жінок у гуманітарні ініціативи, їх представництво на керівних позиціях у Збройних Силах України, Національній поліції, а також у міжнародних миротворчих операціях залишається недостатнім. Реалізація єдиної державної гендерної політики в підрозділах Національної поліції покладена на управління дотримання прав людини, яке входить до складу Департаменту головної інспекції та дотримання прав людини (далі – УДПЛ або управління). Незважаючи на значну нормативно-правову базу, яка регулює діяльність цього підрозділу, відсутність комплексного наукового аналізу правового статусу УДПЛ створює численні законодавчі прогалини. Це ускладнює ефективну імплементацію політики гендерної рівності в правоохоронній діяльності, а також її відповідність міжнародним стандартам. Таким чином, необхідність системного аналізу нормативно-правового регулювання діяльності УДПЛ у сфері реалізації гендерної політики є не лише актуальним науковим завданням, але й важливим практичним кроком для забезпечення ефективного функціонування правоохоронної системи України в умовах європейської інтеграції.
