CURRENT STATE OF IMPLEMENTATION OF THE PSYCHOLOGICAL SUPPORT SYSTEM FOR PERSONNEL IN THE ARMED FORCES OF UKRAINE

Abstract

Introduction. This scientific article illustrates the issues that have risen in the process of transformation of the structural units of moral and psychological support and implementation of the system of psychological support of personnel in the military units and military management authorities of the Armed Forces of Ukraine at respective levels in accordance with the experience of the Air Force of the Armed Forces of Ukraine. The analysis of development and introduction of the structure of psychological support of personnel (PSP) in the Armed Forces of Ukraine indicates that it is responsible for the development, maintenance and restoration of psychological readiness of the personnel in the Armed Forces of Ukraine (AFU) under the complex conditions of the full-scale aggression of the russian federation against Ukraine. This task has been successfully accomplished at the expense of the available means and resources, but at the same time a great number of problems have appeared during the process of this transformation. Purpose. The article is aimed at presenting the issues in the process of transformation of moral and psychological support (MPS) structure of the AFU, redistribution of tasks and to envisage possible consequences in the conditions of repulsion of the full-scale military aggression (FMA). A number of tasks should be accomplished to achieve this goal: the first task is to outline the issues that evolve in the process of transformation of the MPS system and transition to the functioning of the system of PSP in the AFU and determination of envisaged consequences of the respective managerial decisions in the contemporary conditions. Method. The choice of methodological procedures is due to the nature of the tasks set and the content of the military-professional activities of officers of the structure of the MPS of the Armed Forces of Ukraine. It is in this context that the functions that ensure their activities are highlighted. The study is based on empirical methods of observation, generalization of independent characteristics and analysis of documents. Conclusion. It can be concluded that the conducted analysis, which is focused on the topic of transition to the functioning of the psychological support of the personnel of the AFU, will facilitate improvement of normative and legal base, and conceptual approaches to the activities with the personnel. Under the conditions of full-scale aggression of the rf against Ukraine, which continues from February 24th 2022, the defining condition for the implementation of tasks by the personnel under command is the existence of a single task management vertical while working with the personnel, and the respective responsible person, who takes part in the planning of combat actions, having the required level of duties and professional competence. Specifically, the so called transformation of the structure of psychological support, in case of giving the authority to other newly created structural units under the conditions of FSA of the rf, may lead to the decrease of the combat capacity of personnel to perform tasks, and as a result – death of military servicemen (increase of combat and non-combat casualties). Thus, we suggest that the position of deputy commander of psychological support of personnel of a separate type of the AFU should be introduced (deputy commander of strategic communications), with additional function of control (under coordination) over all units (structures) that work with personnel with the aim to elaborate a single approach of influence on it (and its ability to effectively perform the assigned tasks). This will substantially increase the quality (efficiency) of the performance of the structural units that work with personnel of the AFU. At the same time, according to the opinion of the authors, the refusal from MPS as a type of multilateral support and “spraying” of its functions and tasks under the current conditions is unacceptable. The examples of heroic acts of military servicemen of the AFU persuasively testify to the effective work with the personnel of the experts of MPS structure during 2014-2024 (from the beginning of russian-Ukrainian war) and the necessity for further improvement of this work.

У статті автори висвітлюють проблемні питання, які виникли в ході трансформації структури морально-психологічного забезпечення та запровадження системи психологічної підтримки персоналу у військових частинах (підрозділах) та органах військового управління Збройних Сил України відповідних рівнів.
