Dynamic reform of anti-corruption legislation necessitates the development of a mechanism for assessing the effectiveness of measures aimed at preventing and combating corruption. Measures are gradually being introduced to help identify, minimise and neutralise factors that contribute to corruption in the country. One such measure is anti-corruption monitoring. The anti-corruption monitoring system is currently in the process of being legislated, institutionalised and implemented in Ukraine. The article examines the impact of public anti-corruption monitoring on the implementation of a system of measures aimed at preventing and combating corruption. It identifies the official state bodies authorised to carry out state monitoring and evaluation of the effectiveness of the implementation of the Anti-Corruption Strategy and the State Anti-Corruption Programme for its implementation, and focuses on public participation in the prevention of corruption. The purpose of this article is to determine the role of public anti-corruption monitoring in the system of preventing and combating corruption in Ukraine. The author reveals the three most common forms of anti-corruption monitoring carried out by members of the public in Ukraine. These include: participation in the activities of international and national public organisations and associations whose aim is to reduce corruption in the state; journalistic investigations into corrupt practices and their coverage in the press; and the activities of individual citizens in preventing corruption. It was concluded that active civil society work strengthens control over the integrity and transparency of the activities of state authorities, local self-government bodies and the private sector.

Динамічне реформування антикорупційного законодавства зумовлює необхідність розробки механізму оцінки ефективності заходів, спрямованих на запобігання та боротьбу з корупцією. Поступово впроваджуються заходи, що допомагають виявляти, мінімізувати та нейтралізувати фактори, що сприяють корупції в країні. Одним із таких заходів є антикорупційний моніторинг. Система антикорупційного моніторингу наразі перебуває в процесі законодавчого закріплення, інституціоналізації та функціонування в Україні. У статті досліджено вплив громадського антикорупційного моніторингу на реалізацію системи заходів, спрямованих на запобігання та протидію корупції. Визначено як офіційні державні органи, які уповноважені на здійснення державного моніторингу та оцінки ефективності реалізації Антикорупційної стратегії та Державної антикорупційної програми з її виконання, так і акцентовано увагу на участі громадськості у запобіганні корупції. Метою статті є визначення ролі громадського антикорупційного моніторингу в системі запобігання та протидії корупції в Україні. Авторка розкрила три найбільш поширені форми здійснення представниками громадськості антикорупційного моніторингу в Україні. До них належить: участь у діяльності міжнародних та національних громадських організацій та об’єднань, метою яких є зниження корупції в державі; журналістські розслідування корупційних практик та їх висвітлення у пресі; діяльність окремих громадян у запобіганні корупції. Зроблено висновок, що активна робота громадянського суспільства посилює контроль за доброчесністю та прозорістю діяльності органів державної влади, місцевого самоврядування та приватного сектору.
