The article examines the direction of public policy in the direction of humanitarian-oriented development of the state in the era of challenges during the war. The modern world order is in a state of intense transformation, which involves the redistribution of levers of influence and control over planetary resources, the globalized financial and economic system, the energy sphere, the mastering of new territories, the regulation and dominance of technological communications, and the acquisition of control over the mechanisms of the international security system. Focusing attention on the direction of state policy in the conditions of the challenges of war, we witnessed the war of civilization with anti-civilization, realizing that a balanced, responsible and effectively functioning policy needs a humanitarian basis, taking into account the best world and European experience. Hence the questions that determine the effectiveness of the state's use of human potential: a) what and in what way society, the state, and the government can and are able to give to people who have fallen into difficult life circumstances due to the loss of homes, property, relatives and loved ones; b) how to activate the moral and ethical outlook of citizens, and especially the young generation, which is actively involved in defending the country's independence; c) the question of changing the value orientations of the public from a consumer society to functional relationships supporting human life. We consider the orientation of state policy in the direction of domestic civilizational development, protection of Ukraine from the existing dangers of war, social challenges and changes, prospects for restoration and support of the public by power structures.

У статті розглянуто спрямування публічної політики в напрямку гуманітарно-орієнтованого розвитку держави в епоху викликів під час війни. Сучасний світовий порядок перебуває у стані інтенсивної трансформації, що передбачає перерозподіл важелів впливу і контролю над планетарними ресурсами, глобалізованою фінансово-економічною системою, енергетичною сферою, регуляцією й домінуванням технологічних комунікацій, набуттям контролю над механізмами міжнародної системи безпеки. Акцентуючи увагу на спрямованості політики держави в умовах викликів війни, ми стали свідками, що іде війна цивілізації з антицивілізацією, усвідомлюючи, що зважена, відповідальна та ефективно – функціонуюча політика потребує гуманітарного підґрунтя з урахуванням кращого світового і європейського досвіду. Звідси і постають питання, що зумовлюють ефективність використання державою людського потенціалу: а) що і в який спосіб суспільство, держава, влада можуть і спроможні дати людям, котрі попали в скрутні життєві обставини внаслідок втрати домівки, майна, рідних та близьких; б) яким чином активізувати морально-етичний світогляд громадян, і, особливо молодого покоління, що активно залучене до відстоювання незалежності країни; в) питання зміни ціннісних орієнтирів громадськості від суспільства споживання до функціональних відносин підтримки людського життя. Спрямованість політики держави розглядаємо в напрямку вітчизняного цивілізаційного розвитку, захисту України від наявних небезпек війни, суспільних викликів і змін, перспектив відновлення та підтримки громадськості владними структурами.
