Information and analytical system for gender-neutral selection of personnel in higher education institutions

Abstract

Compliance with the principles of gender equality in higher education is a complex issue at both the global and national levels, covering both developed and developing countries. Monitoring of the situation with gender equality by higher education institutions can be effectively conducted with the help of information and analytical systems (IAS).This study focuses on the analysis of gender equality in the process of recruiting candidates for vacancies and the development of a methodology for calculating the coefficient of information content of the candidate's image with gender tolerance for candidates for vacant positions in higher education institutions, which makes this study relevant in the modern context.The purpose of the article is to study the properties of implementing an information and analytical system for monitoring gender equality to support the principles of gender tolerance and to develop a mathematical model for calculating the coefficient of information content of the candidate's image with respect to gender tolerance for candidates for vacant positions in academic institutions.The article presents the architecture of the Information and Analytical System for Monitoring Gender Equality (IASMGE), whichincludes data mining tools. These tools make it possible to implement a comprehensive analysis of information, work with large volumesof data, draw analytical conclusions and make informed decisions, as well as predict and manage risks.The study considers the criterion of gender neutrality, which acts as an element of the criterion for assessing the gender equality index for research and teaching staff of higher education and, as part of the personnel management system, is used in the information and analytical system of the automated method of identifying applicants for current vacancies. To increase the efficiency of the recognition algorithm, when analyzing an applicant's CV, the coefficient of information content of the candidate's image is introduced. Mathematically, this can be represented by means of weighting coefficients that will reflect the importance of each feature in the process of selecting candidates for a position.It has been established that when applying the coefficient of informativeness of the features of the candidate's image in the information-analytical system when selecting a candidate for a vacant position, minimization of bias is ensured, since even if the principle of gender neutrality is observed, biased decisions based on an unbalanced distribution of the features of candidates may arise, which will affect the gender equality index, improve the quality of the selection procedure for a higher education institution, reduce the level of errors in the selection of candidates, and reduce the number of errors during theselection of candidates, creat a fair and reliable system of personnel selection.

У статті подано концепцію архітектури інформаційно-аналітичної системи для моніторингу гендерної рівності, яка передбачає комплексний підхід до збору, аналізу та моніторингу даних про персонал, з особливим акцентом на гендерні аспекти. Також запропоновано використання математичної моделі коефіцієнтів інформативності ознак образу кандидата на вакансію з урахуванням гендерної рівності. Усе це сприятиме зменшенню ймовірності ухвалення упереджених рішень на етапі найму персоналу та створенню більш справедливого середовища в академічному закладі.
