The presented scientific work investigates and analyzes the social and labor guarantees of civil servants in the modern conditions of development of our society. The author determines that human and civil rights and their legislative guarantees determine the main components of the content and proper direction of the state’s activities. The author notes that civil servants are special workers in ensuring the integrity of our state, the functioning of civil society, the legality of political decisions and the construction of a modern legal state. The content of the scientific research determines that the creation and provision of social and labor guarantees for the activities of civil servants is one of the main and indisputable guarantees for the realization of their ability to work. The main guarantees, in view of changes in modern legislation, the author includes: remuneration, social guarantees and guarantees on labor protection. The scientific article analyzes changes in the legislation on remuneration, which is due to the approval of unified approaches to the remuneration of civil servants. The social guarantees of civil servants during and as a result of their official activities are studied. The need to improve the legislation on labor protection is proven. It is determined that during the period of martial law in the territory of our state, civil servants must continue to perform their official duties in order to implement the tasks and functions of the state, taking into account the realities of today. It is emphasized that the social and labor guarantees of civil servants are an integral part of their legal status. The proper assessment of state bodies as subjects of state power depends on the proper provision and legal implementation of the latter. The author proves that the social and labor guarantees of the subjects outlined within the framework of the scientific research should be expanded and improved at the appropriate level in accordance with the realities of today, namely in the issues of reservation and provision with additional social guarantees of civil servants displaced from the territories of active hostilities.

У представленій науковій праці досліджено та проаналізовано соціальні й трудові гарантії державних службовців у сучасних умовах розвитку нашого суспільства. Автором визначено, що права людини й громадянина та їх законодавчі гарантії визначають основні складові змісту та належної спрямованості діяльності держави. Автором відзначено, що державні службовці є особливими працівниками у забезпеченні цілісності нашої держави, функціонування громадянського суспільства, законності політичних рішень та побудові сучасної правової держави. У змісті наукового дослідження визначено, що створення та забезпечення соціально-трудових гарантій діяльності державних службовців є однією із основних та беззаперечних гарантій реалізації своєї здатності до праці. До основних гарантій, з огляду на зміни сучасного законодавства, автором віднесено: оплату праці, соціальні гарантії та гарантії з питань охорони праці. У науковій статті проаналізовано зміни в законодавстві з питань оплати праці, що зумовлено затвердженням єдиних підходів до оплати праці державних службовців. Досліджено соціальні гарантії державних службовців під час та за результатами їхньої службової діяльності. Доведено необхідність удосконалення законодавства з питань охорони праці. Визначено, що в період дії воєнного стану на території нашої держави, державні службовці повинні продовжувати виконувати свої посадові обов’язки задля реалізації завдань і функцій держави з урахування реалій сьогодення. Наголошено на тому, що соціально-трудові гарантії державних службовці є невід’ємною складовою їх правового статусу. Від належного забезпечення та правової реалізації останніх залежить належна оцінка державних органів як суб’єктів державно-владних повноважень. Автором доведено, що соціально-трудові гарантії суб’єктів, окреслених в межах наукового дослідження, повинні бути на належному рівні розширені й удосконалені відповідно до реалій сучасності, а саме в питаннях бронювання та забезпечення додатковими соціальними гарантіями державних службовців переміщених з територій ведення активних бойових дій.
