INNOVATIVE DEVELOPMENT IN POST-WAR RECONSTRUCTION AT THE MESO-LEVEL

Abstract

Introduction. Ukraine is experiencing an extremely challenging period in its history due to the armed aggression of the russian federation, which has a devastating impact on all aspects of the country's life. The war has resulted in enormous economic losses that are growing every day, resulting in a severe recession and the emergence of destructive disparities in almost all sectors of the national economy. Today, the country needs an effective policy for the reconstruction and modernization of the economy and society that takes into account the potential and needs of each region.The purpose of the article is to study and evaluate the post-war reconstruction policy at the regional level in the context of innovative development.Results. The war in Ukraine is a significant upheaval for the country, affecting all aspects of its life, including the economy. The economic losses caused by the war have reached significant levels and continue to grow, unevenly distributed across regions depending on their proximity to the war zone. Despite this, Ukraine's economy is adapting to the new realities and continues to function. Even now, without waiting for the end of hostilities, critical infrastructure is being restored, housing is being built, and intensive efforts are underway to find and attract sources of funding. It is vital for Ukraine and for its effective reconstruction to develop a post-war recovery policy. Such a policy should be based on previous global experiences of post-war reconstruction efforts, such as the Marshall Plan, while also considering contemporary realities, Ukraine's position in the world and its aspirations to position itself as a powerful innovative country. The post-war reconstruction of Ukraine should not only involve restoring the country's economy to pre-war levels, but also its significant modernization. Existing economic shortcomings should be addressed, and its potential should be maximized. The primary focus should be on shifting from an agrarian-raw materials economy to an industrial-innovative one based on modern technologies and digitalization, transitioning to a smart economy. The smart economy is a crucial element that integrates all sectors of country’s activities and is the successor to an economy based on comprehensive modernization and innovative development of all industries.Conclusion. Given the potential of Ukraine, the diversity and capabilities of its regions, and the willingness of partner countries to invest in their reconstruction and modernization, Ukraine has every chance to implement an effective post-war reconstruction policy based on modern technologies, innovations, and concepts such as smart economy and smart regional specialization.Keywords: innovations, innovative development, economic development, post-war reconstruction, regions, smart economy, smart specialization.

У статті обґрунтована роль інноваційного розвитку в повоєнній відбудові країни. Окреслено вплив війни на економіку України та необхідність її відбудови в контексті збройної агресії. Наведено зарубіжний досвід політики повоєнного відновлення на прикладі Німеччини та Ізраїлю. Підкреслено, що відбудова країни має бути спрямована на перехід від аграрно-сировинного типу до промислово-інноваційного на основі створення сучасної високотехнологічної, цифровізованої промисловості. Досліджено поточний рівень державної інноваційної політики України. Розвинуто напрямки підвищення ефективності інноваційних процесів, зокрема: комерціалізації інновацій, формування інститутів трансферу технологій і мережевих структур, створення технопарків, технополісів, бізнес-інкубаторів, кластерів. Акцентовано увагу на перспективі інноваційного розвитку на основі можливостей smart-eкономіки та smart-спеціалізації регіонів.Ключові слова: інновації, інноваційний розвиток, економічний розвиток, повоєнна відбудова, регіони, smart-економіка, smart-спеціалізація
