In the current conditions of ensuring Ukraine’s national security and the transformation of its paradigm, the issue acquires particular relevance, which necessitates scholarly reflection on the role of effective administrative and legal regulation of law enforcement agencies. Such regulation constitutes an important element of state policy aimed at safeguarding national interests, sovereignty, and the territorial integrity of the country. Accordingly, the study of administrative and legal mechanisms that ensure the functioning of law enforcement agencies in this area is a crucial task for both academics and practitioners. The article notes that the administrative and legal regulation of the activities of law enforcement agencies in the sphere of national security covers a wide range of issues, including the organisation and coordination of their activities, the determination of powers and responsibilities, as well as the establishment of accountability for violations of current legislation. An equally important aspect is the safeguarding of citizens’ rights and freedoms in the course of law enforcement activities, which requires the clear definition of legal boundaries. Particular attention is paid to the analysis of legislative acts regulating the activities of law enforcement agencies in the field of national security. This involves consideration of the Constitution of Ukraine, relevant laws, and subordinate legislation that determine the legal status, functions, and tasks of the respective agencies. Equally important is the analysis of Ukraine’s international obligations in the field of security, which influence the development of national legislation. Furthermore, administrative and legal regulation of law enforcement activities in the sphere of national security presupposes the development and implementation of effective mechanisms of oversight and supervision. This encompasses both internal control by the agencies themselves and external control by state and public institutions. Such an approach contributes to enhancing the transparency and accountability of law enforcement bodies, which is crucial for strengthening public trust in their activities. Attention is drawn to the fact that threats to Ukraine’s national security—armed aggression, cyber threats, terrorism, corruption—necessitate effective administrative and legal regulation and, consequently, research aimed at improving the existing regulatory framework.

У сучасних умовах забезпечення національної безпеки України та зміна її парадигми набу- ває особливої актуальності, що зумовлює необхідність наукового осмислення ролі ефективного адміністративно-правового регулювання діяльності правоохоронних органів. Це регулювання є важливим елементом державної політики, спрямованої на захист національних інтересів, суве- ренітету та територіальної цілісності країни. Відповідно, дослідження адміністративно-правових механізмів, що забезпечують функціонування правоохоронних органів у цій сфері, є важливим завданням для науковців та практиків. У статті відмічено, що адміністративно-правове регулювання діяльності правоохоронних ор- ганів у сфері національної безпеки охоплює широкий спектр питань, включаючи організацію та координацію їхньої діяльності, визначення повноважень та обов’язків, а також забезпечення від- повідальності за порушення чинного законодавства. Важливим аспектом є також забезпечення дотримання прав і свобод громадян у процесі здійснення правоохоронної діяльності, що вимагає чіткого визначення правових рамок. Особливу увагу приділено аналізу законодавчих актів, що регулюють діяльність правоохорон- них органів у сфері національної безпеки. Це включало звернення до Конституції України, зако- нів та підзаконних актів, які визначають правовий статус, функції та завдання відповідних орга- нів. Важливим є також аналіз міжнародних зобов’язань України у сфері безпеки, які впливають на формування національного законодавства. Крім того, адміністративно-правове регулювання діяльності правоохоронних органів у сфері національної безпеки передбачає розробку та впровадження ефективних механізмів контролю та нагляду за їхньою діяльністю. Це включає як внутрішній контроль з боку самих органів, так і зовнішній контроль з боку державних та громадських інституцій. Такий підхід сприяє підви- щенню прозорості та підзвітності правоохоронних органів, що є важливим для зміцнення довіри суспільства до їхньої діяльності. Звернено увагу на те, що загрози національній безпеці України (збройна агресія, кіберзагрози, тероризм, корупція) зумовлюють необхідність ефективного адмі- ністративно-правового регулювання, а отже і дослідження з метою удосконалення адміністратив- но-правового регулювання.
