The role of digital technologies in reconstruction processes in the post-conflict period

Abstract

The article examines the role of digital technologies in reconstruction processes in the post-conflict period, in particular after large-scale destruction caused by Russian aggression. The author describes key challenges such as infrastructure destruction, population migration, economic decline andenvironmental damage, and explores how digital tools can contribute to effective country rehabilitation.It is noted that the restoration of the destroyed country requires not only material resources, but also the latest technological solutions that would help to effectively coordinate efforts and monitor the progress of construction. Particular attention is paid to digital tools. The main directions of using digital toolsare described, such as monitoring destruction, coordinating humanitarian aid, ensuring transparency of reconstruction projects, as well as involving local communities in the recovery process. Particular attention is paid to the use of drones, satellite images, blockchain technologies, digital platforms forproject management, as well as financial and educational tools. The application of digital tools for damage assessment, planning and coordination of restoration works, ensuring transparency and efficiency of resource use was analyzed. It is noted that digital technologies not only contribute to physicalrecovery, but also strengthen trust in state structures, stimulate economic growth and contribute to the reintegration of the population. At the same time, challenges related to limited access to the Internet, digital literacy and cyber security are highlighted. Using the examples of different countries, successfulcases of the use of digital technologies are analyzed and recommendations are given for their implementation in post-conflict territories. The author emphasizes that the integration of digital solutions into reconstruction strategies creates an innovative basis for sustainable development, and offers

У статті розглянуто роль цифрових технологій у процесах відбудови в постконфліктний період. Описано основні напрями використання цифрових інструментів, такі як моніторинг руйнувань, координація гуманітарної допомоги, забезпечення прозорості відбудовних проєктів, а також залучення місцевих громад до процесу відновлення. Особливо увага приділяється використанню дронів, супутникових знімків, цифрових платформ для управління проектами, а також фінансових та освітніх інструментів. Проаналізовано застосування цифрових інструментів для оцінки збитків, планування та координації відновлювальних робіт, забезпечення прозорості та ефективності використання ресурсів. Висвітлено можливості та виклики, пов'язані з впровадженням цифрових технологій у постконфліктних умовах, такі як цифровий розрив, загрози кібербезпеки та ризики політичного контролю. На прикладах різних країн проаналізовано успішні кейси застосування цифрових технологій і наведено рекомендації щодо їх впровадження для сталого розвитку постконфліктних територій.
