The article examines the issue of legal regulation of the institution of honorary consulates in Ukraine as an instrument of cultural diplomacy. In accordance with the set goal, the current state of legal regulation of the institution of honorary consulates in Ukraine as an instrument of cultural diplomacy was highlighted, and proposals for its improvement were developed. Taking into account the provisions of current legislation, the current state of legal regulation of the institution of honorary consulates in Ukraine can be considered satisfactory, as the provisions of regulatory legal acts of various legal force generally correspond with each other. The imperfections of the institution of honorary consuls as an instrument of cultural diplomacy were highlighted, referring not only to the limited consolidation of relevant provisions on cultural diplomacy in national legislation, but also to the insufficient assessment of the cultural potential of honorary consuls in general. Emphasis was placed on the fact that the potential of the honorary consulate institution in the field of cultural diplomacy could be significantly expanded provided that a systematic approach was taken to the training of honorary consuls, their methodological support by the Ministry of Foreign Affairs of Ukraine, and coordination of activities with the state’s foreign policy vector. It was concluded that the development of the institution of honorary consulates as an instrument of cultural diplomacy will contribute to strengthening Ukraine’s positive image in the post-war period, ensure the expansion of cultural and humanitarian ties in the democratic community, and will also lay the foundation for closer cooperation between states at the official diplomatic level. It is proposed to develop unified information materials for honorary consuls on the main forms and methods of cultural diplomacy, in particular the presentation of national culture. It is considered expedient to bring the vector of cultural and informational events held at honorary consulates into a coordinated format, which should simplify interaction with the media and the population of local communities. It is also proposed to pay more attention to the use of digital technologies, the development of virtual tours, electronic services, etc.

У статті досліджується проблема правового регулювання інституту почесного консульства в Україні як інструменту культурної дипломатії. Відповідно до поставленої мети було висвітлено сучасний стан правового регулювання інституту почесного консульства в Україні як інструменту культурної дипломатії та виробленні пропозицій для його удосконалення. З урахуванням опрацювання положень чинного законодавства сучасний стан правового регулювання інституту почесного консульства в Україні можна вважати задовільним, адже положення нормативно-правових актів різної юридичної сили у цілому кореспондуються між собою. Наголошено на недосконалості інституту почесного консульства як інструменту культурної дипломатії, що стосується не лише обмеженого закріплення відповідних положень про культурну дипломатію у національному законодавстві, а й недостатньої оцінки культурного потенціалу почесного консульства у цілому. Акцентовано увагу на тому, що потенціал інституту почесного консульства у сфері культурної дипломатії може бути значно розширений за умови систематичного підходу до підготовки почесних консулів, їх методичного забезпечення з боку Міністерства закордонних справ України та координації діяльності із зовнішньополітичним вектором держави. Зроблено висновок про те, що розвиток інституту почесного консульства як інструменту культурної дипломатії сприятиме зміцненню позитивного іміджу України у повоєнний період, має забезпечити розширення культурних та гуманітарних зв’язків у демократичній спільноті, а також дозволить сформувати підґрунтя для більш тісної взаємодії між державами на офіційному дипломатичному рівні. Запропоновано розробити для почесних консулів уніфіковані інформаційні матеріали програми з основних форм і методів культурної дипломатії, зокрема презентації національної культури. Вбачається за доцільне привести до узгодженого формату вектор культурно-інформаційних заходів, що проводяться у почесних консульствах, що має спростити взаємодію з медіа та населенням місцевих громад. Також, запропоновано посилення уваги до використання цифрових технологій, розробки віртуальних турів, електронних послуг тощо.
