
This paper examines the current state and strategic directions of waste management in Ukraine in the context of full-scale war and post-war recovery. The intensification of environmental challenges, particularly due to the unprecedented volume of construction and demolition waste—exceeding 100 million tons as of 2024—has underscored the urgent need for a systemic transformation of the waste management sector. The research identifies the main barriers to effective waste treatment, including insufficient infrastructure, fragmented institutional frameworks, and lack of economic incentives for private and public stakeholders. The article emphasizes the relevance of circular economy principles and the need to view waste not merely as a by-product, but as a secondary resource that can be reintegrated into production cycles. Special attention is paid to the integration of institutional and economic instruments, such as the development of regulatory frameworks, the introduction of green bonds, and the adaptation of EU best practices and funding mechanisms. The role of civil society, volunteer initiatives, and public-private partnerships is also highlighted as a key component of building a resilient and inclusive waste management system. The study proposes a set of recommendations aimed at increasing the financial sustainability of the sector, stimulating recycling innovations, and strengthening environmental governance. In addition, the paper explores the potential of digital technologies in monitoring and optimizing waste flows, including the use of smart sensors, blockchain solutions for tracking materials, and digital platforms for citizen engagement. Emphasis is placed on the need for coordinated efforts between local governments, national authorities, international donors, and communities to establish a transparent and efficient waste value chain. The results are relevant not only for Ukraine but also for other countries facing post-crisis reconstruction challenges. The proposed strategic tools are designed to ensure long-term sustainability, environmental security, and efficient resource use in line with the principles of the European Green Deal.
У статті досліджуються сучасні виклики управління відходами в умовах воєнного стану та необхідність інтеграції принципів циркулярної економіки для забезпечення сталого розвитку. Акцентовано на зростаючих екологічних, економічних та соціальних ризиках, пов’язаних з неефективним поводженням з відходами, особливо в контексті наслідків збройної агресії проти України. Проаналізовано наукові підходи до реалізації політики переробки та утилізації відходів, розкрито можливості адаптації європейських практик, розвитку технологій та залучення громадських ініціатив. Приділена увага необхідності реформування нормативно-правового поля та запровадженню фінансових стимулів.
