This article examines the current tendencies in human development, as well as analyses the Top 10 countries according to the human development index rating. It is found out that progressive countries of the world make a lot of efforts in order to implement the concepts of human development, which is evidenced by the constant growth of the human development index (HDI) since 1990. However, the COVID-19 pandemic, which has negatively affected the human development, has already shown the unpreparedness and vulnerability of modern society to unknown global challenges. The main objectives of the study are to research the dynamics of the human development index in the countries of the world and its components, to outline the current vectors of modern government policies regarding human development in conditions of uncertainty and risks in the global world. The article uses the method of critical analysis of scientific literature, which makes it possible to study the concept of human development, and evaluate the methodology of its calculation. The methods of analysis, synthesis and comparison are used to determine the dynamics of HDI and its components in the Top 10 ranking countries of the world. The method of system analysis makes it possible to study the object of research more precisely in combination of various factors affecting the human development. The scientific novelty of the article is highlighted by the fact that the current human development tendencies are analysed, and the dominant factors of its preservation in conditions of global uncertainty are outlined. Conclusions. It is found out that it is not enough for a country to have a high value of such a HDI component as GNI per capita, but a comprehensive growth of all human development components is necessary, especially those ones which are related to education and health of the population. It is emphasised that the new complex of uncertainty, which has arisen in the modern global world as a result of the climate crisis, technological changes and increasing polarisation in society, poses a special threat to the human development. In this context, policies focused on investment, insurance and innovation should become relevant, which will help the states and their population to orientate in times of uncertainty.

У статті досліджено сучасні тенденції людського розвитку та проаналізовано Топ-10 країн за рейтингом індексу людського розвитку. З’ясовано, що прогресивні країни світу докладають чимало зусиль для втілення в життя концепції людського розвитку, про що свідчить постійне зростання індексу людського розвитку (ІЛР) з 1990 року. Однак пандемія COVID-19, яка негативно вплинула на людський розвиток, показала неготовність і вразливість сучасного суспільства до невідомих глобальних викликів. Мета статті – дослідження динаміки і складових індексу людського розвитку в країнах світу та окреслення актуальних векторів сучасних урядових політик щодо людського розвитку в умовах невизначеності й ризиків глобального світу. У статті використано метод критичного аналізу наукової літератури, який дозволив вивчити концепцію людського розвитку і оцінити методологію його розрахунку. Методи аналізу, синтезу і порівняння було застосовано при визначенні динаміки ІЛР та його складових у Топ-10 рейтингових країнах світу. Метод системного аналізу дав змогу глибше вивчити об’єкт дослідження у сукупності різних факторів, що впливають на людський розвиток. Наукова новизна статті полягає в тому, що проаналізовано сучасні тенденції людського розвитку та окреслено домінанти його збереження в умовах глобальної невизначеності. Висновки. З’ясовано, що для країни недостатньо мати високе значення такої складової ІЛР, як ВНД на душу населення, а потрібне всебічне зростання всіх компонентів людського розвитку, особливо тих, що стосуються освіти та здоров’я населення. Наголошено, що новий комплекс невизначеності, який виник у сучасному глобальному світі внаслідок кліматичної кризи, технологічних змін та зростання поляризації в суспільстві, несе особливу загрозу людському розвитку. У цьому контексті актуальними мають стати політики, зосереджені на інвестиціях, страхуванні та інноваціях, які допоможуть державам і населенню зорієнтуватися в час невизначеності.
