FEATURES OF THE IMPLEMENTATION OF GENDER POLICY IN THE ARMED FORCES OF UKRAINE TAKING INTO ACCOUNT THE EXPERIENCE AND REQUIREMENTS OF NATO

Abstract

Introduction . Gender equality in the Armed Forces of Ukraine means equal legal status, equal opportunities, equal duties and equal responsibility of servicemen of both sexes (men and women) during military service. Having made commitments at the national and international levels, Ukraine has identified gender equality as one of the priorities of state policy to ensure the country's development and confirmed that it must guarantee equal rights and opportunities for women and men to participate in all spheres of society, including the defense sector. The central concept of the Alliance's gender policy is the definition of "gender integration", which means a strategy for achieving equal rights and opportunities for women and men at all levels in the Armed Forces of Ukraine through professional performance of assigned tasks, taking into account their experience and interests, which will contribute to the achievement of Euro-Atlantic standards and criteria in the military sphere, compliance with which is necessary for Ukraine to become a NATO member. Based on the results of the study, we will formulate recommendations for further integration of gender equality principles into the Armed Forces of Ukraine. Purpose. The purpose of the article is to study the peculiarities of the implementation of gender policy in the Armed Forces of Ukraine, taking into account the experience and requirements of NATO to ensure gender equality, equal rights, opportunities, equal requirements, equal participation and responsibility of women and men in the process of performing military service duties. Methods. The study is based on the principles of critical social theory and social philosophy, which outline the general principles of gender equality in the Armed Forces of Ukraine and Ukrainian society as a whole. The authors used an axiological approach to outline the principles and stages of formation of NATO's gender policy, the direction and experience of its integration into the life of the Ukrainian army, and a regulatory analysis of doctrines and standards in the Armed Forces of Ukraine and the armed forces of NATO member states. Originality. Ukraine has identified the integration of gender equality as one of the priorities of state policy to ensure the country's development and confirmed that it must guarantee equal rights and opportunities for women and men to participate in all spheres of society, including the defense sector. This defines a strategy for achieving equal rights and opportunities for women and men at all levels in the Armed Forces of Ukraine through professional performance of assigned tasks, taking into account their experience and interests, which will contribute to the achievement of Euro-Atlantic standards and criteria in the military sphere, compliance with which is necessary for Ukraine's membership in NATO. It is important to introduce NATO standards and doctrines into the professional training and educational processes of the Armed Forces of Ukraine and to comply with the Action Plan for the implementation of the National Action Plan for the Implementation of UN Security Council Resolution 1325 on Women, Peace and Security in the Armed Forces of Ukraine until 2030, approved by the Minister of Defense of Ukraine, which will contribute to the development of gender competencies among personnel. Conclusion. The Armed Forces of Ukraine have already taken a number of important steps in the process of developing a gender policy that meets the requirements of the North Atlantic Treaty Organization. However, it cannot be considered complete until the principles of gender equality are fully integrated into the overall concept of Ukraine's gender policy. Based on the results of the study, we formulate a number of recommendations for further integration of gender equality principles in the Armed Forces of Ukraine. The implementation of a number of reforms in the Armed Forces of Ukraine requires the standardization and development of new regulations, doctrines and standards that will meet modern challenges. In this regard, the Verkhovna Rada Committee on National Security, Defense and Intelligence initiated the creation of a working group to develop a new version of the general military regulations of the Armed Forces of Ukraine, taking into account the general principles of gender equality. To introduce NATO standards and doctrines into the professional training of the Armed Forces of Ukraine and educational processes, taking into account the experience of NATO member states and partner countries. To build the capacity of the network of gender advisors by introducing a gender component in the life of the troops through education of military personnel at all levels to develop gender competencies among personnel.

Гендерна рівність в Збройних Силах України – це рівний правовий статус, рівні можливості, рівні обов’язки та рівна відповідальність осіб військовослужбовців обох статей (чоловіків і жінок) під час проходження військової служби. Прийнявши зобов’язання на національному та міжнародному рівнях, Україна визначила ґендерну рівність одним із пріоритетів державної політики для забезпечення розвитку країни та підтвердила, що має гарантувати рівні права та можливості жінкам і чоловікам для участі в усіх сферах життя суспільства, у тому числі в оборонній сфері. Центральним поняття ґендерної політики Північноатлантичного альянсу є визначення “ґендерна інтеграція”, яке означає стратегію досягнення рівних прав та можливостей жінок і чоловіків на всіх рівнях у ЗС України шляхом професійного виконання завдань за призначенням, з урахуванням їх досвіду та інтересів, що сприятиме досягненню євроатлантичних стандартів і критеріїв у військовій сфері, відповідність яким є необхідною для набуття Україною членства в НАТО. За результатами проведеного дослідження сформулюємо рекомендації щодо подальшої інтеграції принципів ґендерної рівності у Збройні Сили України.
